DORCHESTER PARK GATEWAY
TOWN OF LISLE, COUNTY OF BROOME

Dorchester Park serves as the primary public access point for the United States Army Corps owned Whitney Point reservoir. In an effort to maintain a link to this federally owned waterfront area, the Broome County Department of Public Works submitted a successful application to the Federal Highway Administration for approximately $400,000 in design and construction funds. The project will reconstruct the entrance road to the park, add ADA compliant sidewalk to the heavily used central portion of the park, rehabilitate the existing bridge over Page Brook that links the northern and southern portions of the park, and better accommodate pedestrian traffic over this bridge. Design was completed in 2018-2019. Construction began in the fall of 2019 and is being completed during the spring of 2020.

OLD ROUTE 17 TRUSS BRIDGE OVER SUSQUEHANNA RIVER (BIN 3349960)
COUNTY ROAD 28 – TOWN OF WINDSOR, COUNTY OF BROOME

This bridge, carrying Old Route 17 over the Susquehanna River in the Village of Windsor, is a 3-span, 623-foot long truss bridge. The bridge was originally constructed in 1935 and is eligible for inclusion in the National Register of Historic Places. Over the past several years, inspections carried out by the New York State Department of Transportation have identified several elements of the bridge that are beginning to show deterioration and wear resulting from a failing paint system. This project is a maintenance project funded in part with federal transportation funds and with BRIDGE NY funds secured by Broome County DPW Engineering Division staff. Work will include cleaning and painting of the steel truss, and several steel truss and deck repairs. The vintage appearance of the bridge will be maintained as part of this project, and with this maintenance work, this bridge should easily remain in service well after its 100th birthday. Design is complete, the project has been bid, and construction will be completed during summer 2020.

COLESVILLE ROAD BRIDGE OVER DUELL CREEK (BIN 3360400)
COUNTY ROAD 52 - TOWN OF KIRKWOOD, COUNTY OF BROOME

This bridge was constructed in 1974 and consists of a two-span galvanized corrugated metal pipe-arch culvert structure. Each of the two culverts are 140-feet in length and approximately 10-feet wide by 6-feet high (at the highest point). Loss of galvanizing below the spring line has caused up to 100% section loss with several perforations forming in multiple locations. Also, a history of debris buildup, erosion, scour and bed load deposition at this bridge suggest that the existing waterway opening, and multi-cell pipe arch configuration might not be adequate, or the best configuration for this location. The primary project objective is to replace the existing structure and eliminate the ongoing structural and safety concerns. Hydrology and hydraulic studies have been performed to properly size the waterway opening, as well as a study of bridge replacement options to provide a cost-effective long-term solution. The replacement bridge will consist of a new precast concrete three-sided structure with precast wingwalls. The structure will have a clear opening of 25 feet and a rise of 6 feet. This structure will carry two 12-foot travel lanes with 8-foot shoulders. Approximately 150 feet of road approach reconstruction at either end of the bridge, will be completed to tie the new structure into the existing highway system. Stream channel on the upstream and downstream side of the crossing will have heavy stone fill placed along the channel and in front of the wingwalls.This project is funded by FEDERAL AID obtained by Broome County DPW-Engineering staff. Design is complete, the project has been bid, and construction will be completed during summer 2020.

OLD ROUTE 17 BRIDGE OVER OQUAGA CREEK (BIN 3349620)
COUNTY ROAD 28 - TOWN OF SANFORD, COUNTY OF BROOME

Old Route 17 Bridge over Oquaga Creek is a non‐redundant steel plate, through-girder bridge supported on concrete gravity abutments founded on soil. The bridge was constructed in 1930 and rehabilitated in 1981. Recent inspections performed by the New York State Department of Transportation have identified primary member heavy section loss, paint failure throughout, joint failure, heavily deteriorated bearings and abutments in poor condition with spalling, delamination and deep cracks. After county review the bridge was determined to be a high priority for rehabilitation or replacement, and FEDERAL AID funding was sought and obtained by County DPW-Engineering Division staff. With the help of a consultant a feasibility study was performed which indicated that the most effective solution is replacement of the bridge. The replacement of this bridge will provide a safe structure, resilient to flooding with pile foundations, provide an increased hydraulic capacity, and will feature a low maintenance jointless and galvanized superstructure. In this area, Old Route 17 has a detour route of approximately 3 miles and is an important detour route for any work on NYS Route 17, so functioning of this structure in important. Design is complete, the project has been bid, and construction will be completed during summer 2020.

BRIDGE WEARING SURFACE & MEMBRANE REPLACEMENT MAINTENANCE PROJECT:
VARIOUS BRIDGES THROUGHOUT BROOME COUNTY
DPW PROJECT NO. BR-1902

Maintenance techniques are an important method to extend the life of bridge structures and to avoid or postpone major expenditures such as rehabilitation and replacement. This project involves removal of the bituminous wearing surface, repair of the concrete deck, installation of a waterproofing membrane, and replacement of the bituminous wearing surface on 7 smaller County-owned bridges and is being funded by FEDERAL AID money obtained by DPW-Engineering staff. This maintenance project will protect the bridge decks from further deterioration and provide improved riding surfaces across these structures. The bridges were selected based on the biennial inspections which indicated substructures and other bridge components in decent condition, but with deck deterioration and wearing surface repairs needed. Bridges to be repaired in this maintenance work include: (1) Hyde Street over Castle Creek (BIN 3349110), (2) Pierce Creek Road over Little Snake Creek (BIN 3349280), (3) Ballyhack Road over Ballyhack Creek (BIN 3349330), (4) Loughlin Road over Acre Creek (BIN 3349390), (5) Jennings Creek Road over Big Brook (BIN 3349420), (6) Mill Street over Oquaga Creek (BIN 3349610), (7) Middle Stella Ireland Road over Little Choconut Creek. Design is complete, the project has been bid, and construction will be completed during summer 2020.

CHENANGO STREET PEDESTRIAN IMPROVEMENTS
COUNTY ROAD 129 - TOWN OF CHENANGO, COUNTY OF BROOME

Chenango Street within the Town of Fenton represents one of the few Broome County owned pedestrian corridors. This major collector serves as a vital commuter corridor to the City of Binghamton for both vehicular and pedestrian users. Existing pedestrian facility condition within the project limits are fair to poor and do not conform to current Americans with Disabilities Act requirements. The Broome County Department of Public Works secured approximately $915,000 in federal funds to rehabilitate the pedestrian facilities in this area through NYSDOT’s Transportation Alternatives Program (TAP). Approximately 6,000 linear feet of sidewalk will be reconstructed, curb ramps will be upgraded, bus stop locations will be upgraded, and signage and pavement markings will also be upgraded to current standards. This project is an effort to conform to a complete streets strategy to make County owned roadways safe and efficient to use for all modes of transportation. Design will take place during 2019-2020 and construction is anticipated in 2021.

VETERANS RESOURCE CENTER
TOWN OF BINGHAMTON, COUNTY OF BROOME

The new Veterans Resource Center project involves the development of a multiple tenant, resource center for the veterans of Broome County. Utilizing the existing clubhouse and 80 acres of the former Vestal Hills Country Club in the Town of Binghamton, the object of this project is to create a unified central hub for veteran resources. Initially this center will include staffing and programming from the Broome County Veterans Services Agency, Southern Tier Veterans Support Group, and Clear Path for Veterans, Inc. Once established, we hope to increase the resources and programming available at this center for veteran services. Building renovation design is nearing completion, and includes structural stabilization, energy upgrades, ADA upgrades, and creation of office space and meeting space within the existing clubhouse. Renovation work will be completed in phases, depending on funding. For the first phase of work, funding has been secured through an Empire State Development Grant, and DASNY SAM Grants made possible with the help of Assemblywoman Donna Lupardo and Senator Fred Akshar, with additional funding being provided by Broome County. It was our hope to complete construction in 2020 with a grand opening in late fall 2020; however, due to the COVID-19 situation construction of this project has been put on hold.

NORTH SANFORD ROAD BRIDGE OVER OQUAGA CREEK (BIN 3349630)
COUNTY ROAD # 241 - TOWN OF SANFORD, COUNTY OF BROOME

North Sanford Road bridge over Oquaga Creek (BIN 3349630) is a fracture critical, non-redundant, thru-girder bridge built in 1950. The superstructure is supported on conventional concrete abutments founded on spread footings (no piles). The bridge is a 69-foot single span structure. The existing abutments are restricting the channel width and are subject to scour and erosion. The concrete abutments exhibit web section loss along a horizontal band below the deck and around the perimeter of the web panels with pinhole perforations in several locations. Bearing stiffeners and web stiffeners exhibit as much as 90% section loss and the steel paint coating is 100% failed or failing. Replacement of this bridge is critical as there is a 13-mile detour for travelers and emergency vehicles in the event it needed to be closed. This project will replace the bridge at the current location of the existing structure and correct adjacent pavement conditions. The project is being funded by BRIDGE-NY program funds secured by Broome County DPW Engineering Division staff. Design work will be progressed during 2020, and the project bid in the late fall 2020. It is anticipated that the construction work will be done during the 2021 construction season.

OLD ROUTE 17 OVER HOTCHKISS CREEK (BIN 3350050)
CR #28 – VILLAGE OF WINDSOR, COUNTY OF BROOME

The Old Route 17 bridge over Hotchkiss Creek is a double barrel concrete box bridge built in 1950. The structure is founded on soil without piles, and each box has a 12-foot wide span and a 43-foot long barrel. The concrete top slab exhibits heavy spalling exposing the structural reinforcement, which may ultimately lead to load posting of the bridge if not addressed. Many other components of this structure are in poor condition. Immediately adjacent to this structure and connected by a concrete-lined flume is a locally owned culvert of Chestnut Street. The Chestnut street culvert is a 4-sided concrete box structure that is more than 80 years old and highly deteriorated. Reinforcing steel is exposed at both upstream and downstream faces, and the concrete bottom is deteriorated with reinforcing steel exposed into the flume. The flume between the two structures is in slightly worse condition than either the bridge or culvert structure. Geometry of the upstream culvert and flume create significant deposition beneath the bridge structure which in a continuous maintenance issue. All three of these components are connected and within the common right-of-way, and all three parts of this combined structure will be rehabilitated and/or replaced as part of this project. Funding for this work was secured by DPW-Engineering staff through Federal Transportation funding. Project design is underway, and construction is anticipated during the 2022 construction season.

HOOPER ROAD OVER PATTERSON CREEK (BIN 3349750)
CR 33 – TOWN OF UNION, COUNTY OF BROOME
DPW PROJECT NO. BR-1904

Constructed in 1944, the Hooper Road bridge over Patterson Creek is a multi-girder structure with most of its superstructure components well past their life expectancy with respect to maintenance types of repairs. Existing abutments are continuous spread footings not on piles which makes them susceptible to scour. The bridge is located in a high traffic area close to schools and recreation areas with associated bus, pedestrian and bicycle traffic. Logical detour routes either traverse through residential neighborhoods or take the traveling public well out of their way. Because of this, the County and their consultants will be examining accelerated bridge construction (ABC) techniques to minimize closure time and disruption to the traveling public. Part of the new bridge design will specifically address pedestrian use via upgrades sidewalks, as well as bicycle use via upgrades shoulders. Project design is currently underway; however, construction is not slated at this site until the summer of 2023. FEDERAL AID funding was secured for this bridge replacement project by DPW-engineering staff.
