Appointments are still available, the Binghamton and Endicott DMVs are welcoming walk-in customers Monday - Friday from 8am-3:45pm.
- Appointments are strongly encouraged in the Binghamton and Endicott DMVs Monday - Friday from 8am-4pm.
- Walk-in's are accepted until 4PM Monday-Friday in Binghamton and Endicott.
- All of our Mobile DMV offices ( Conklin, Harpursville, Whitney Point and Windsor) are only accepting Walk-in's.
- All Mobile DMV offices are open from 9am to 1pm, and closed for lunch from 11:30am- 12:00 pm, with no transactions 15 minutes prior to closing.
- All in-house testing (permits, escorts and CDLs) are first come, first served. No appointments.
- If you are doing a transaction for someone who is not present, you MUST have a copy of their ID.
- CDL License Reciprocity processed Monday-Friday, 9am to 4pm.
- Temporary Visitors: Monday-Fridays only 8am-3pm

Please note that while our mobile DMVs offer most of the same services that our physical DMV offices provide, they are unable to process:
- Real ID or Enhanced Driver’s Licenses
- Enforcement: Conditional or Restricted licenses
- Reciprocity (transfer out of state license to NY)
- Permits of any kind (D, M or CDL)
- Certified copies of title and letters of permission- should not be faxed to these locations
- Any difficult transaction where Albany needs to be called or research needs to be done in order to correct something
- Any transaction that needs 2 person verification
- Any transaction that needs State Permits or Authorizations
- Any and All Transactions involving a deceased person. These need to be done in a Main office to ensure proper documentation is provided for each situation.
- Temporary Visitors
They do process:
- Fines
- Standard license renewals,
- Vehicle registrations
- License amendments
- standard ID cards
- Titles and duplicate titles
- DRAs
- Abstracts.
Note: If you surrender your license plates in person or in one of our secure DMV Drop Boxes, please don't forget the $1 surrender fee (cash is fine). The FS-6T receipt will be mailed to you.

For your convenience, we have two Main Department of Motor Vehicle Offices located at 81 Chenango Street in Binghamton and 137 Washington Avenue in Endicott.
Closing procedures make it necessary to stop computer transactions fifteen minutes prior to the posted closing times at all sites. We continue to answer questions and dispense forms until we close. Transactions involving the use of a passport or an out-of-state license for identification can only be processed at the Binghamton or Endicott Offices.
Did you know that NYS DMV offers three options when it comes to getting a driver's license, permit, or non-driver ID? The options are as follows:
- Enhanced License
- REAL ID
- Standard License
After May 5, 2025, only the Enhanced or REAL ID will be accepted to get on a domestic flight, enter certain federal buildings or military bases (unless you have a Passport). If you plan to travel, we recommend you upgrade before 2025.

When you process your DMV paperwork locally, 10.7% of your transaction fee stays right here in Broome County. Drop-Boxes: The Broome County DMV has instituted “drop boxes” at various locations around the county as a way of increasing access for processing DMV renewals locally. Residents are encouraged to drop off their license renewals and vehicle registrations renewals at any of the DMV "drop-boxes", as opposed to mailing them to Albany.
The six "drop boxes" are located inside the:
- Broome County Office Building at 60 Hawley Street in Binghamton (It's mounted on the wall near the security desk)
- Broome West Senior Center at 2801 Wayne Street in Endwell -Monday-Friday 12pm to 2pm
- Eastern Broome Senior Center at 27 Golden Lane in Harpursville -Monday-Friday 12pm to 2pm
- First Ward Senior Center at 226 Clinton Street in Binghamton -Monday-Friday 12pm to 2pm
- Johnson City Senior Center at 30 Brocton Street in Johnson City -Monday-Friday 12pm to 2pm
- Northern Broome Senior Center at 12 Strongs Place in Whitney Point -Monday-Friday 12pm to 2pm
Important Notice
Winter Weather Note: The Broome Mobile Unit will close for the day if the related school district is closed for inclement weather, but Binghamton and Endicott offices will remain open unless a State of Emergency with travel ban is declared.

NOTE: All In-House Testing (CDLs and Permits) are first come, first served in the Endicott & Binghamton offices. Alternatively, you can now take the permit test online at www.dmv.ny.gov/driver-license/get-learner-permit. After passing the test, you will have to visit the Binghamton or Endicott DMVs to show us your original documents, have your photo taken, pay the fee and get your temporary permit.
