Friable Asbestos
1. Notification and Pre-Approval
All loads suspected or known to contain friable asbestos must be pre-approved prior to delivery. Notification must be made at least 24 hours in advance, no later than 1:30 p.m. the previous business day.
Please email requests to BroomeCountyLandfill@broomecountyny.gov and include:
•Whether the asbestos is bagged or bulk
•Estimated quantity (in tons or truckloads)
•Origin location of the material
•Date(s) of requested delivery

2. Delivery Time
Friable asbestos loads must arrive no later than 1:30 p.m. Deliveries after this time will not be accepted unless prior arrangements have been made.
3. Proper Packaging
Asbestos-containing waste must be wetted down and double-bagged or containerized in leak-tight, labeled packaging in accordance with NYSDEC, DOL and EPA regulations (e.g., 6 NYCRR Part 364, 40 CFR Part 61 Subpart M).
4. Transport and Manifesting
•Only haulers with a valid NYSDEC Part 364 permit for asbestos transport are allowed to deliver asbestos waste.
•A copy of your permit must be on file at the scale house listing the Broome County Landfill as a destination facility.
•Each load must be accompanied by a completed waste manifest identifying the asbestos content.
5. Condemned Building/Structure
Must provide a copy of the condemnation letter, demolition permit and any variance documentation with your request.
Non-Friable Asbestos
