If you are currently in an Installment Tax Agreement, your monthly payment is still due according to your payment schedule. Please mail your payment to BC Real Property Tax Service, PO Box 2087, Binghamton, NY 13902. Please include your control/agreement number on your check or money order.
In 1995, the Broome County Legislature enacted legislation which allows property owners to pay delinquent taxes in installments. The intent of this legislation provides the property owner with a "one time" and in many cases a "last chance" opportunity to save their property from foreclosure. Since its' inception, numerous property owners have utilized this program. The installment program is highlighted below:
Eligibility
- Any property owner with delinquent tax owed to Broome County, unless they defaulted on a previous Installment Agreement within the past three (3) years.
Taxes Included in Agreement
- All delinquent taxes owed to Broome County, on all parcels owned by property owner
- Excludes current year Town and County, City of Binghamton, Village, or School taxes not yet returned to the County as unpaid.
Minimum Down Payment
- Twenty-five percent (25%) of the total delinquent amount owed to the County
- Payable on the day property owner enters installment program
Length of Installment Payment Term
- Agreements are generally two years (24 months)
- Monthly payments are always due on the last day of each month
Interest and Penalties
- Interest on unpaid installment balance is calculated at twelve percent (12%) per annum
- One percent (1%) late fee added if payment is made after the last day of the month
- Five percent (5%) penalty added if payment is made after the 15th calendar day of the following month
Default Provisions
- The installment agreement is in default if:
a) A monthly payment is more than thirty (30) days late
b) A tax bill that is either currently due at the time of signing the agreement such as Village, Town and County, City of Binghamton, or a School District or any tax billed to you after the agreement is signed from a Village, Town and County, City of Binghamton, or School District, and is not paid by the final due date on the tax bill.
Consequences of Default
- Monthly payments are no longer accepted on the installment agreement
- Entire unpaid balance plus interest and late charges is due
- Loss of property through foreclosure proceedings
