  • Broome County Executive Jason Garnar Appoints New Director of Office of Employment and Training

(JOHNSON CITY, NY) Broome County Executive Jason Garnar announced today he has appointed a new director for the Office of Employment and Training. Robert Murphy has been appointed the new director, following the resignation of previous director Sara Liu, who left to pursue full-time management of her private restaurant and catering business.

“Sara Liu did great job spearheading a variety of fantastic programs in the Office of Employment and Training,” said County Executive Jason Garnar. “We are now excited to bring in a new leader, Robert Murphy, who brings years of experience to the position.”

“I look forward to working with Broome County Executive Jason Garnar’s team, the Broome-Tioga Workforce Development team, regional employers large and small, municipal, county, and state economic development organizations and NGOs and Veterans groups to fill the thousands of job vacancies in Broome County with hard working residents – current and new,” said Robert Murphy, the new director of the Office of Employment and Training. “I hope also to help bridge Broome County’s employment and training efforts to those in the urban core, suburban and rural areas.”

The OET director oversees, coordinates, and directs the planning, development, and implementation of employment and training programs for the county. The work involves responsibility for directing and administering the planning, coordination and administration of a wide variety of local employment and training operations of considerable size and complexity. The director will also oversee the Opportunity Impact Program.

“Bob is an extremely qualified candidate for this position, especially as we prepare to open a brand-new state of the art workforce development center in Broome County in the next few months,” said Garnar. “Filling the 5,000 open jobs in Broome County is a top priority for my administration and we need someone who is up the challenge of helping shape and train our workforce. Bob will be able to do just that, just as he helped revitalize downtown Binghamton.”

Murphy previously served as Director of Economic Development for the City of Binghamton and New York Executive Director of the Binghamton Local Development Corp (“BLDC”). Murphy helped reinvigorate the City of Binghamton’s Economic Development office, connecting it to City and County agencies

In addition to that, Murphy is a lawyer and has represented individual, corporate and municipal clients in real estate, banking, mortgage foreclosure and workouts, general business, real property taxes, municipal zoning and planning and environmental and brownfields law areas.

Garnar’s appointment must be approved by the Broome County Legislature. The resolution is scheduled to be voted on in the December session.

  • Broome County Announces 2019 STOP-DWI Winter Classic Tournament Details

(Binghamton, NY) –Broome County Executive Jason Garnar and tournament organizers announced the details of the 5th annual STOP-DWI Winter Classic, which will take place December 6th-7th at Binghamton High School and Seton Catholic Central.

The STOP-DWI Winter Classic is more than just top caliber basketball – it’s an educational experience. The Broome County STOP-DWI Program invites high school teams from across the region to participate in this outstanding tournament which uses basketball as a tool to create a unique and exciting learning experience for youth.

Through involvement in the tournament, high school students are encouraged to become leaders in an effort to address substance abuse in their community. By participating in Teen Traffic Safety Day and hosting the “Just Drive” program, thousands of students each year learn about traffic safety challenges that young drivers face every day on our roadways.

The 2019 STOP-DWI Winter Classis will consist of the following:

    • One four-team division (Charlie Tarricone Division) played at Seton Catholic Central.
    • One three-team division (Charlie Howland Division) played at Binghamton High School along with JV teams for each school
    • The 7th Annual Officer Aldo Rossi Jr Police Memorial Game will be played at 3:00pm on Saturday at Seton Catholic Central

    Tickets:

Tickets cost just $3 for each session (2 games on Friday and 2 games on Saturday at each school) with seniors age 65 and older receiving free admission. Children age 10 and under are also free when accompanied by an adult. Tickets can be purchased the day of the event and doors open 30 minutes prior to games times.

Friday is VISIONS Night with free entry for Visions Federal Credit Union members. Each member who displays proof of membership will receive one free entry.

Saturday is Loyalty Night with free entry for Mirabito Rewards Card holders or DICK’S Sporting Goods Scorecard holders. One free entry will be granted per card.

Officer Aldo Rossi Jr Memorial Game:

The Officer Aldo Rossi Jr Police Memorial basketball game will again be held in conjunction with the tournament. The memorial game will take place beginning at 3:00pm on Saturday, December 7th at Seton Catholic Central. Tickets for the memorial game are FREE.

The Aldo Rossi Jr Police Memorial Game is a project of the STOP-DWI Winter Classic and local police agencies to raise awareness about the deadly consequences of impaired driving. Proceeds from the tournament are donated to the Crime Victims Assistance Center to support victim services.

Officer Aldo Rossi was killed when he was struck by a drunk driver on Route 7 in Broome County while waiting for a Department of Transportation truck to remove a tree that had fallen across the roadway on July 27th, 2008.

Officer Rossi had served as a part-time officer with the Port Dickinson Police Department for 15 months and also served as a part-time police officer with the Deposit Police Department. He is survived by his wife, three brothers, sister, and his father.

    Division Names:

For many years, the STOP-DWI Holiday Classic began with the Charlie Howland Memorial Luncheon in honor of the Binghamton North Basketball Coach who was killed by a drunk driver in the summer of 1998 at the age of 77. The former Regional Division I is now named after the longtime Binghamton High School coach.

Region II and the Tournament MVP award are named after a very dear friend to the Holiday Classic Tournament and its first Director, Charlie Tarricone.  Charlie served as the first director of the STOP-DWI Holiday Classic from 1992-2000 and passed away in the summer of 2011. During his coaching days, Charlie led extremely successful teams at both Seton Catholic Central and Union-Endicott High School.

    Education:

The educational components of the tournament have also been enhanced to include a year-round comprehensive traffic safety message focusing on impaired, distracted, and aggressive driving. Over 700 students from 20 school districts participated in the 2018 Teen Traffic Safety Day presented by State Farm and Visions Federal Credit Union held in mid-October at the Veterans Memorial Arena.

Students had an opportunity to participate in a Battle of the Belts Competition, experience safety belt demonstrations by the NYS Police, take part in texting simulations provided by AT&T’s ‘It Can Wait Campaign’, and learn about the effects that drugs and alcohol can have on driving by attempting to complete simple tasks while wearing Fatal Vision Goggles. United Health Services’ ‘Let’s Not Meet by Accident’ presentation focused on what happens after a crash, the rescue process, medical care of the victims, and the possible trauma and lifelong injuries on the body.

Participating schools may also participate in the “Hang Up, Buckle Up, Stay Sober, Just Drive” presentation which focuses on impaired and distracted driving as well as seat belt use. The presentation is organized by the Broome County STOP-DWI and Traffic Safety Programs, and the New York State Police.

    Quotes:

“The STOP-DWI Winter Classic is a much-anticipated tournament that delivers an important message through an impressive high school basketball competition,” said Broome County Executive Jason Garnar. “Broome County thanks Binghamton High School and Seton Catholic Central for hosting such an important event, tournament sponsors DICK’S Sporting Goods, Mirabito Energy Products, and Visions Federal Credit Union; tournament organizers; and all of the volunteers who continue to make this showcase event possible.”

“Each year the tournament mixes top flight competition with numerous educational seminars to highlight the serious consequences of impaired driving,” said Chris Marion, Tournament Director and Broome County STOP-DWI Program coordinator.

The tournament is presented by DICK’S Sporting Goods, Mirabito, and Visions Federal Credit Union. Supporting sponsors include Beyond the Print, Section IV Athletics, and Townsquare Media.

  • Broome County Awards $10K to Little Italy Endicott through County’s Small Community Fund

(ENDICOTT, NY) Broome County leaders announced today that $10,000 in funding has been approved for a project in Little Italy Endicott through the County’s Small Community Fund. Broome County Executive Jason Garnar and members of the Broome County Legislature joined Little Italy Board Members Wednesday to announce the award.

The Small Community Fund is for local municipalities, non-profits, and local economic development entities that are working on projects to assist in carrying out the Broome County Comprehensive Plan. The total fund is $150,000.

“I’m thrilled to be making this announcement today,” said Broome County Executive Jason Garnar. “The Little Italy Endicott Heritage Center and Museum is an organization that is preserving the history of Broome County and we are excited see them continuing to serve the community in new ways.”

“Helping our local communities is what this funding is all about,” said Broome County Legislative Chairman Daniel J. Reynolds. “The Legislature was proud to support the funding to the Little Italy Endicott Heritage Center for these much-needed improvements and we look forward to the benefits and opportunities they will bring the community.”

“With many outstanding Italian community events in Endicott, this funding will go a long way toward maintaining the culture and traditions that we all cherish,” said Broome County Legislator Matthew J. Pasquale. “Not only that, but it will allow residents the chance to learn more about their heritage and help preserve our way of life right here in Endicott’s Little Italy.”

The kitchen project at the Little Italy Endicott Heritage Center and Museum will provide cooking classes and kitchen and venue rentals to the community. The organization is working with local restaurants and chefs to put plans together for the community cooking classes that will be held in the new kitchen. Not only that, but this project will help promote the community’s heritage.

“Thanks to the support from Broome County, elected officials and community members that aided in the completion of our long-awaited kitchen at the Little Italy Endicott Heritage Center. 2020 marks the 10-year anniversary for the Heritage Center, and when the project is complete we will be offering cooking classes, ethnic dinners and wine making classes. Food is one of the best ways we can showcase our Italian Heritage and connect with people, so were very excited to offer this new space to the community,” said Michael Romeo, the Board President.

The $10,000 has helped with construction and installation of purchased equipment like refrigeration equipment, kitchen small wares and dining furniture.

The funding was approved by the Board of Acquisition and Contract in May.

In 2018 through the Small Community Fund, Broome County provided funding for the demolition of a smokestack in the Village of Deposit to make way for their new community park, upgrade Jackson Park in the Town of Binghamton, purchase equipment for the Eastern Broome Emergency Service, support the extension of natural gas to the hamlet of Maine and other projects. Grants ranged from $2,500 to $50,000, with the average grant being approximately $16,000. Broome County will soon announce application information for the 2020 Small Community Fund.
