Broome County Animal Response Team


Who is BCART?

We are a team of certified, trained volunteers in animal disaster response, integrated with and supervised by the Broome County Office of Emergency Services and the New York State Division of Agriculture and Markets.  We provide rescue, transportation, and emergency sheltering for animals during natural and human-made disasters.

We work with first responders, public health and safety agencies, social services and charitable organizations, veterinarians, shelters, and private rescue groups to help rescue and temporarily house animals in times of disaster. 

BCART members are trained in shelter setup and operations, animal care and handling, first aid, zoonoses and hygiene protocols, and other aspects of disaster preparedness and response. Some CART members have specialized training with large and/or exotic animals, technical rope and water rescue, ice rescue, cruelty seizures, and more. 

BCART uses the Incident Management System to maximize efficiency and work effectively with other emergency responders. During training and deployment, members are covered by liability insurance and workmen’s compensation.

BCART meets on the 3rd Wednesday, every other month from 6-8pm
