  • For Third Year in a Row, County Executive Jason Garnar Proposes Tax Cut, Executive’s Recommended Budget Maintains All Critical Programs and Services

(BINGHAMTON, NY) Broome County Executive Jason Garnar presented his 2020 Executive Budget proposal this evening to members of the Broome County Legislature, county officials and residents via Zoom.

The County Executive detailed a $402 million recommended county budget. His plan includes a tax cut, reducing the county property tax levy by 0.1%. This is the third year in a row the Executive has recommended a tax cut in his budget plan.

The County Executive also addressed his commitment to maintaining the critical services Broome County provides to taxpayers despite budget shortfalls this year due to COVID-19.

“In the face of one of the toughest challenges we have ever seen, the COVID-19 pandemic, my 2021 Executive Budget shows my continued commitment to our Broome County finances,” said County Executive Garnar. “We are working to continue to provide the taxpayers of Broome County the services they depend on, now more than ever. In 2020 our County Departments had to step up to find new ways to serve our community and have shown how critically important these services are.”

The 2021 proposed budget maintains the many county services and programs that have played a vital role in the County’s ability to lead the response to COVID-19.

Garnar’s budget also includes an increased investment in public safety with the addition of two positions at the Office of Emergency Services, one dedicated to supporting the current COVID-19 response efforts.

“I thank the members of the County Legislature and my colleagues in county and local government for their shared commitment to serving our Broome County residents, especially during these difficult times” said Garnar. “I look forward to working with the Legislature in the coming weeks as we move toward adopting this budget for 2021.”

County Executive Garnar’s recommended 2021 budget now goes to the Broome County Legislature for review and approval this fall.

Broome County Executive Jason Garnar announced today he will not be delaying the opening. All Broome County facilities will be allowed to open next Monday, August 24 so long as they follow state guidance.

“I am allowing all gyms and fitness centers in Broome County to open and to also conduct in person classes on the EARLY start date of Monday, August 24,” said County Executive Garnar. “Per NY State guidance our health dept will inspect all facilities for compliance within two weeks after start date.”

  • Broome County Veterans Memorial Arena Naming Rights Awarded to Visions Federal Credit Union

(BINGHAMTON, NY) –Broome County Executive Jason Garnar and Chairman of the Broome County Legislature Daniel J. Reynolds joined Visions Federal Credit Union CEO Tyrone Muse and Mirabito Energy Products CEO Joe Mirabito on Friday to announce that Visions Federal Credit Union has been awarded the naming rights to the Broome County Veterans Memorial Arena for 2021-2030.

Earlier this year, a request for proposals was issued for the Arena naming rights. Visions Federal Credit Union submitted a proposal to acquire the Arena naming rights and the box offices naming rights to both the Arena and Forum Theater.

“We are extremely excited about this partnership,” said Broome County Executive Jason Garnar. “Visions FCU and Mirabito are two great community partners and we look forward to continuing to work with them and see the amazing things they bring to Broome County.”

Broome County will receive $60,000 per year for the duration of the 10-year agreement which can be extended for an additional 5 years. The fee will double if the county is successful in securing funding for and completing a significant renovation of the Arena totaling more than $20,000,000 (twenty million dollars).

“Broome County has been our home since the beginning,” said Ty Muse, Visions’ President/CEO. “Partnering with the county furthers our investment in the community, and it’s even better knowing that we’ll have a part in drawing more people to the area. Whether they’re here for LUMA, hockey, or even a concert, they can experience all the great things that the Binghamton area has going for it.”

In addition to Visions Federal Credit Union being awarded the naming rights to the Arena, Mirabito Energy Products was announced as the new sponsor of the box offices at the Arena and Forum Theatre.

“We look forward to partnering with Visions on this exciting new project,” said Joe Mirabito, CEO, Mirabito Energy Products, “By working together, we will be able to better support the Arena and its efforts to enhance the quality of life in our community.”

In addition to the annual fee, Visions Federal Credit Union will establish and manage a reserve account dedicated to increasing the number of live events at the Veterans Memorial Arena and Forum Theatre in the amount of $126,000 per year.

“The live-event fund is something we are really excited about,” said Chris Marion, General Manager of the Arena and Forum Theatre. “It’s a top priority of ours to maximize use of these facilities and this partnership with Visions Federal Credit Union and Mirabito Energy Products will help us bring more frequent and diversified entertainment and sporting events to downtown Binghamton.”

Visions Federal Credit Union has also agreed to act in partnership with management to market upcoming event calendars through means agreeable to both parties.

The changeover from the Floyd L. Maines Veterans Memorial Arena to the new name will come at no cost to taxpayers as Visions has agreed to design, construct and install all signage at their expense.

The agreement was approved by the Broome County Legislature Thursday.

  • BMTS Seeks Input from the Public on Transportation Needs

The Binghamton Metropolitan Transportation Study (BMTS) is developing a new long-range transportation plan, Moving Our Future Forward 2045.

The purpose of the Plan is to help local officials in Broome and Tioga Counties make the best decisions on selecting transportation projects and programs to be funded by the Federal Highway Administration and Federal Transit Administration. Projects eligible for federal funding include street and bridge repair, traffic safety improvements, public transit, and pedestrian and bicycle infrastructure.

BMTS is seeking input from residents and business owners on what they think are the most important transportation needs to be addressed in the Plan. COVID-19 has changed our lives in profound ways, including public engagement. To ensure that the community has an opportunity to provide input on this important project, BMTS has created an online survey (https://www.surveymonkey.com/r/BMTSLongRangePlan).

The survey reflects the importance of all modes of travel. People move by car, transit, bicycle, and on foot. The community’s survey responses will be used to identify needs related to all the ways we travel and for prioritizing how to spend the Region’s federal transportation dollars.

More information about the Plan can be found by visiting https://bmtsmovingforward.com/ and the BMTS Facebook page. Those without internet access can request a printed survey by calling BMTS at 778-2443.

We appreciate your assistance in publicizing this call for public input. Both BMTS’ Executive Director Jennifer Yonkoski and RSG’s Steven Gayle (from the consulting firm contracted to support BMTS in developing the Plan) are available for interview via Zoom, Skype or your preferred platform.
