  • Broome County Approves Six Month Lease at Former Boys and Girls Club Building in Western Broome County

(BINGHAMTON, NY) The Broome County Legislature unanimously approved County Executive Jason Garnar’s plan to lease the former Boys and Girls Club of Western Broome’s 60,000 square foot building for up to six (6) months for one dollar. Broome County will provide utilities, maintenance, and security for the building.

“I want to thank Chairman Daniel J. Reynolds and the rest of the Legislature for approving the lease which is a vital first step in developing a long-term plan to bring back the important programs and services that served thousands of kids, seniors, and families for so many years,” said County Executive Garnar.

Broome County officials are meeting with a number of community members and organizations who have expressed strong interest in providing a number of different programs and services at the building.

One of those organizations is the Broome County Urban League, who is signing a lease with Broome County to move their administrative offices, ATTAIN Lab, and many other programs to the building.

“I’m really excited to see the Broome County Urban League expand their operations to Western Broome County. It’s a very good sign that we’re going to fill this entire building with great community organizations that will be providing so many great programs and services” said Garnar.

  • County Executive Garnar Announces Broome County Shared Services Initiative Wins $3.1 Million From New York State

(BINGHAMTON, NY) In a big victory for Broome County taxpayers, Broome County Executive Jason Garnar announced that Broome County will receive over $3.1 million in first year matching funds from New York State as part of the County Wide Shared Services Initiative. Broome County is the first county in NY State to receive funding.

“Millions of dollars coming to Broome County is a MAJOR win. After all our hard work on the County-Wide Shared Services Initiative, I am proud that Broome County is among the first to be awarded matching funds. As soon as Governor Cuomo announced the program in 2017, my team and I hit the ground running to introduce new shared services in Broome County and that has paid off, to the tune of $3.1 million dollars. Thank you to the Governor for recognizing our hard work in Broome County to protect our taxpayers.”

Broome County partnered with the Capital District BOCES Pharmacy Purchasing Coalition to achieve total savings of over $3.1 million. The Coalition enables participating entities to maintain their current pharmacy plans, governance and autonomy, while leveraging large-scale group purchasing discounts and contracting that currently encompasses 600,000 lives. The remaining net savings of over $9,700 resulted from sharing caseworkers between school districts.

“Whether it is completely rebuilding our communications network saving local municipalities millions of dollars, centralizing our arraignment process which keeps more police patrolling the streets, or working with our school districts to save millions of dollars, Broome County is setting an example for the rest of the state in how to share services and find new ways to save taxpayers money,” said Garnar.

  • Broome County to Lease Former Boys and Girls Club of Western Broome Building

(ENDICOTT, NY) After the announcement that the Boys and Girls Club of Western Broome would be shutting its doors, Broome County is planning on leasing its former building located at 1 Club House Rd. in Endicott. Broome County is stepping in to secure the building and keep it running, in order to maintain the structure for future programming.

This is part of a plan to bring new life into the building as the Boys and Girls Club programming will not be returning to the facility. The County is working with at least a dozen other county agencies to provide replacement programming in the facility.

“Since I first heard the news of the Boys & Girls Club of Western Broome closing its doors this has been a concern and a top priority for my team,” said County Executive Jason Garnar. “While we are sad to see the Boys & Girls Club go, we are doing everything we can to work with other Broome County organizations so that programming can continue to be provided for our residents.”

The County Executive will continue to meet with stakeholders as they consider the next steps for the facility in hopes of bringing back vital services for the community.

The county plans to begin leasing once a resolution is passed by the Broome County Legislature.

  • For Second Year in a Row, County Executive Jason Garnar Proposes Tax Cut

(TOWN OF VESTAL, NY) Broome County Executive Jason Garnar presented his 2020 Executive Budget proposal this evening to members of the Broome County Legislature, county officials, and residents at GiGi’s Playhouse Southern Tier Chapter in Vestal.

The County Executive detailed a $401 million recommended county budget. His plan includes a tax cut, reducing the county property tax levy by 0.51. This is the second year in a row the Executive has recommended a tax cut in his budget plan. County Executive Garnar proposed a tax cut in the 2019 budget (-0.49), the first Executive to recommend a tax cut since 2004.

The County Executive also addressed his commitment to continuing to work with municipalities in Broome County. He is once again proposing no change to the sales tax formula for 2020.

“My 2020 Executive Budget shows my continued commitment to our Broome County finances,” said County Executive Garnar. “We are working to provide tax relief to the residents of Broome County while remaining realistic about our finances. We are continuing to build a healthy fund balance, now at $6.5 million, have an A+ bond rating and are no longer on the fiscal stress list. This is what can happen when you roll up your sleeves, get to work and budget realistically and conservatively.”

The 2020 proposed budget maintains critical county services and programs that residents depend on and deserve. Within his 2020 plan, County Executive Garnar is making major investments in infrastructure and public safety.

Within the capital improvement plan, Broome County plans to invest in the complete renovation of two of the oldest buildings at SUNY Broome Community College and make a big investment in the expansion of the nursing program to address a critical nursing shortage in the community.

Garnar’s budget also includes an increased investment in public safety with the addition of three new deputies for the Sheriff’s Office and two new security positions for Broome Security. The budget also includes a new county-wide communications network serving the fire, police, and emergency service agencies which will help save many lives.

The County Executive also highlighted the new Workforce Development facility at the Oakdale Mall in Johnson City to help get the 3,000 open jobs in our community filled as well as the opening of the new Veterans Resource Center at the former Vestal Hills Country Club in the Town of Binghamton.

“I thank the members of the County Legislature and my colleagues in county and local government for their shared commitment to serving our Broome County residents,” said Garnar. “I look forward to working with the Legislature in the coming weeks as we move toward adopting this budget for 2020.”

As with his 2019 State of the County address at the Ansco Lofts in the City of Binghamton, County Executive Garnar is continuing his tradition of taking his public addresses into the community, to the residents of Broome County, rather than presenting it at the Broome County Office Building.

“I am excited to unveil the solid budget I have proposed for Broome County for next year. What better place to present my 2020 budget address than at GiGi’s Playhouse, where they are providing wonderful services to our community,” said County Executive Garnar. “Last year I submitted a budget that included the first proposed tax cut by an Executive in 14 years. This year we are working hard to provide another tax cut.”

GiGi’s Playhouse Southern Tier Chapter celebrated its grand opening in May of this year. GiGi’s Playhouse is the only worldwide network of Down syndrome Achievement Centers. They work to change lives through free, results-driven programs for individuals of all ages, their families and communities. The mission at GiGi’s Playhouse is to increase positive awareness of Down syndrome through national campaigns, educational programs, and by empowering individuals with Down syndrome, their families and the community.
