  • Broome County Advises Residents of What to Know Ahead of the Upcoming Winter Storm

Warming Centers, Emergency Shelters, Free Transportation, and Safety Tips Available

(BROOME COUNTY, NY) – The Broome County Office of Emergency Services continues to monitor the latest weather reports from the National Weather Service in Binghamton, and county officials are urging residents to take precautions as dangerously cold temperatures, extreme wind chills, and snowfall are expected from today through the weekend.

Forecasts call for wind chills as low as -25 degrees through Saturday, with snow beginning Sunday morning and continuing into Monday, with possible rates of up to one inch per hour at times.

To improve access to safe, warm locations during this weather event, BC Transit is offering free rides through Monday for anyone traveling to a warming center or emergency shelter.

    Safety Tips

The Broome County Office of Emergency Services reminds residents to take extra precautions during extreme cold:

    • Pack an emergency kit with essential supplies, for example: non-perishable food items, bottled water, blankets and warm clothing, first aid kit, flashlights and extra batteries, battery-powered or hand-crank radio, medications, and personal hygiene items.
    • Prepare for a power outage: Have a flashlight for everyone in the household, make a power outage plan for medical devices and medicines that might need refrigeration, stock up on food and water, keep phones and electronics fully charged, and gas tanks full.
    • Protect pets and livestock: Bring pets indoors during the storm. Provide adequate shelter and food for outdoor animals. Ensure livestock have access to shelter and water.
    • Limit travel: Avoid unnecessary travel during a winter storm. If you must travel, inform someone of your plans and expected arrival time.

The Broome County Health Department advises that anyone who must go outdoors should take steps to stay dry and warm to protect their health. Wear a hat, scarf or face covering, mittens, water-resistant outerwear, and several loose-fitting layers to trap body heat. Warning signs of hypothermia include confusion, intense shivering, difficulty speaking, sleepiness, and stiff muscles.

Residents are urged to use caution at home as well. Extreme cold can lead to frozen pipes, and open flames should never be used to thaw pipes, as this can cause serious fires. Improper use of alternative heat sources may also lead to carbon monoxide poisoning.

The Broome County Sheriff’s Office will be conducting frequent wellness checks throughout the community during this extreme weather event.

Additional tips for older adults and individuals with mobility needs:

    • Charge electric wheelchairs, power scooters, and other mobility equipment ahead of the storm
    • Check on older neighbors, families members, and anyone who may need extra assistance
    • For older adults, do not attempt to shovel heavy snow – have a plan for snow removal after the storm so your home is accessible.

  • Broome County Health Department Releases 2025 Overdose Data

Health Officials Report Reduction in Suspected Overdoses Over the Last Year and Announce Next Round of Opioid Settlement Funds

(BROOME COUNTY, NY) – The Broome County Health Department’s (BCHD) Overdose Prevention Program (OPP) released 2025 overdose data today, showing progress in the county’s ongoing efforts to combat the opioid epidemic.

According to the 2025 data, suspected fatal overdoses in Broome County decreased by 43% from 49 in 2024 to 28 in 2025. Non-fatal overdoses also decreased 29% compared to the previous calendar year.

Marissa Knapp, Director of the Overdose Prevention Program at the Broome County Health

Department and Chair of the Broome Overdose Action Collaborative (BOAC) said, “I truly

believe the reduction in overdoses can largely be attributed to all of the humans doing the work! We have agencies, people, leaders and resources available in Broome County to promote harm reduction, education, prevention, and treatment along with a multifaceted approach to help meet people where they are at. While this number makes me feel proud, we still have work to do because one life lost, is one too many.”

Narcan distribution across Broome County increased by 438% in 2025, supported by nine local agencies that train, educate, and distribute the life-saving medication throughout the region.

“These results show that when we invest in people, programs, and partnerships, we can save lives,” said Broome County Executive Jason Garnar. “This progress didn’t happen overnight. It’s the result of years of work by our Broome County Health Department, law enforcement, service providers, and community partners who never gave up. While we’re encouraged by these numbers and the impact of our work, we know our responsibility it to keep building on this momentum and saving more lives.”

Historical overdose data and annual statistics are publicly available through the Broome Overdose Action Collaborative on the Broome County website at www.broomecountyny.gov/boac/data_statistics.

The OPP also announced the next round of Requests for Proposals (RFP) for the Opioid Settlement Funding. The New York State Attorney General filed an extensive lawsuit against large pharmaceutical manufacturers in March of 2019 which resulted in a settlement being awarded to New York State to address drug misuse, substance use disorders, both fatal and non-fatal overdoses and recreational substance use. The goal of this funding is to be used for, but not limited to, treatment, recovery, harm reduction, prevention, and education efforts. Proposals are encouraged to look at population needs across the life span, Broome County specific needs and prioritize underserved populations.  Broome County was among one of the counties severely affected by the opioid epidemic and has received funding for interventions.

The RFP opened January 20, 2026, and applications are due by March 16, 2026. Funds will be available for community-based organizations, non-for-profit agencies, municipalities, and privately owned businesses. Applicants will be asked to target at least 1 of the approved uses from the “Schedule C Approved Uses” document that can be found in the RFP. Additionally, work for the award must be completed in Broome County.

The grant applications can be found at : Overdose Prevention Program | Broome County

Successful applicants will be awarded a contract from June 1, 2026 – May 31, 2028, contingent upon successful program performance.

“We continue to look for innovative ways to address the overdose epidemic in Broome County and are thankful to the many partnering community agencies who continue to work to save lives,” added the Director of Public Health, Olivia Catalano. “These awarded funds will continue to support efforts focused on prevention, education, treatment, harm reduction and recovery in Broome County.”

  • January is Cervical Cancer Awareness Month

New Survey Highlights Importance of Early Cervical Cancer Screening

(BROOME COUNTY, NY) – A recent survey from the Prevent Cancer Foundation reveals a concerning trend: one in three women who are behind on at least one cancer screening say they would only seek screening if they were experiencing concerning signs or symptoms. Health experts warn this approach can be dangerous, as many cancers, including cervical cancer, often do not cause symptoms in their early stages, when they are most treatable.

The survey also delivered encouraging news. When people learn about the benefits of finding cancer early, 73% say they are more likely to schedule their routine cancer screenings. During Cervical Cancer Awareness Month, the Cancer Services Program (CSP) of the Southern Tier is sharing this message with the community: regular screening saves lives.

Cervical cancer is one of the most preventable cancers through routine screening. Screening tests can detect abnormal cells before they become cancer, allowing them to be treated early. Screenings can also find cervical cancer at an early stage, when treatment is often more effective. Cervical cancer most commonly occurs in people who have never been screened or who are screened infrequently, such as those waiting five years or more between screenings. If you have been postponing your screening, health officials encourage you to speak with your healthcare provider or contact the Cancer Services Program for assistance.

The Cancer Services Program of the Southern Tier provides free cervical cancer screening to eligible individuals aged 40 and older. If a screening result is abnormal, CSP covers the cost of follow-up testing and helps eligible patients enroll in the Medicaid Cancer Treatment Program if cancer is diagnosed.

This Cervical Cancer Awareness Month, CSP urges residents to take an important step toward protecting their health.

Make the Cancer Services Program your partner in cancer prevention and early detection. For more information or to find out if you qualify for free screening services, call the Cancer Services Program of the Southern Tier at 607-778-3900.
