Welcome to the Broome County Clerk's Office!  Are you taking a trip soon? The Broome County Clerk’s Office offers a variety of services to accommodate your travel needs.

After May 5, 2025, only the Enhanced or REAL ID will be accepted to get on a domestic flight, enter certain federal buildings or military bases (unless you have a Passport). If you plan to travel, we recommend you upgrade your license before 2025.

Do you need to renew or apply for a passport? The Broome County Clerk's Office is a certified passport acceptance agency! You can find information on passport requirements and fees here. We are also excited to announce the Broome County Clerk's Office now sells E-Z Passes! Stop by the office to purchase one before your next road trip!

Whether you need to file a DBA, find the deed to your home, apply for a passport, where to renew your Notary Public license, change your name, obtain a certified copy of your Divorce Decree, search our public records or start an uncontested divorce action, we're here to help answer your questions.

The County Clerk is the Records Management Officer for all the records in Broome County and is an agent to the New York State Department of Motor Vehicles. The office is broken into three divisions:

1. County Clerk's Office: The Broome County Clerk’s Office oversees the processing, filing, scanning and storing of thousands of vital property, business and court documents every year. We oversee records dating back to 1806 including deeds, mortgages, judgments, liens, maps, civil and criminal actions. Our staff assists thousands of people each year with their filing and searching of these public documents.

Many of these documents are now available online at www.gobcclerk.com. Here you can find land records dating back to 1946 and court documents going back to 1986.

2. The Department of Motor Vehicles:  The DMV provides original and renewal vehicle registrations, driver’s licenses and learner permits. The DMV is responsible for issuing conditional and restricted license and non-driver identification cards in accordance to New York State Federal Rules and Regulations.

  • Appointments are still strongly encouraged, but the Binghamton and Endicott DMVs are welcoming walk-in customers Monday - Friday from 8 AM - 4 PM with last transaction at 3:45 PM.
  • Walk-in's are accepted until 4:00 PM Monday-Friday in Binghamton and Endicott!!!
  • All of our Mobile DMV offices ( Conklin, Harpursville, Whitney Point and Windsor) are Walk-in's only.
  • All in-house testing at Binghamton or Endicott (permits, escorts and CDLs) are first come, first served, no appointments.

Please visit https://broomecountyclerk.setmore.com to book your appointment today!  Those without computer access should call (607) 778-6513 to schedule an appointment in Binghamton or (607) 754-2147 to schedule an appointment in Endicott. The phones will be answered from 8am to 4pm Monday-Friday. If you leave a message, someone from the DMV will call you back within 72 hours.  The return call may be from a 518 area code.  

Surrendering License Plates:  If you are only turning in your license plates, you can either put them in any of our secure DMV drop boxes or you can visit any of our physical offices without an appointment.  Just leave them with the DMV clerk who's manning the front door.  Please don't forget the $1 plate surrender processing fee.  Cash is fine.  Your FS-6T receipt will be mailed to you.

When you process your transactions in our local DMV offices, Broome County retains 10.7% of the transaction revenue; when you mail your renewals to Albany or renew online, that money goes straight into Albany's bloated General Fund, over which there's no accountability or local control!

3. Records Management: The Records Management division is responsible for storing and maintaining County Records as well as overseeing the proper retention and destruction based on New York State Guidelines.
